I did not attend personally but watched the proceedings on tgovonline.org. They decided to not start the task force focused on the ordinances until the 911 task force is completed. They are going to postpone the vote until they can more carefully consider the situation. Kind of an anticlimactic end to a crazy couple of weeks surrounding this issue!

Changes to Title 2 Ordinances of Tulsa Municipal Code: 10 months agoWhat are everyone’s thoughts on the 90 day restriction? Deena from Partnering for Pets suggested we ask that that be removed. It has always been the rule and I think TAW is comfortable with that rule but it doesn’t hurt to at least open discussion on it.

Deena – I apologize – i just saw your 6 mos. suggestion. I personally think that might be a bit long but that is just my opinion and stems more from a desire to turn animals over more frequently so the rescues can save more.

Granted. But 90 days work if you only rescue ’desirable’ dogs and cat. It’s not uncommon for a black dog/cat or an ”ugly Betty” pet to take more than 90 days. So after the 90 days you need to move to another foster home outside city limits?

I think this proves our point of the desire to do a complete overhaul of Title 2. I think it needs input from TAW, citizens at large, etc. I am fairly certain that asking for more than we are currently given will fall on deaf ears. it is a curious requirement. how would they even know if we had a dog for 92 days – my point being is if it is not enforceable, it shouldn’t be in the policy. It is my understanding if they have a complaint, they take a photo of the animal and the rescue has 90 days from that day forward to find the animal a home. Basically, if there aren’t complaints, no one is checking, as is the case with all the other stuff. You don’t get in trouble if you don’t get caught.

Then the ordinance should be stated that way. If a rescue gets a complaint about a foster pet and it is reported to TAW or other agencies and the rescue is notified in writing, then the rescuer will have 90 days to place that pet elsewhere.

Sherri’s story of a rescue cat giving birth to 7 kittens is a perfect example of what is wrong with this whole discussion. There are now 7 more kittens to foster/adopt and 7 cats at the shelter that will never make it out. If the cat had been spayed before going to rescue there would be 7 less cats. We do not want these proposed changes to move forward and need to look at the whole animal code to determine how we address the situation holistically an as you said, best utilize the resources we have. Nancy, to clarify, the cat Sherri is referring to was found by an individual and the cat was ALREADY pregnant and ready to deliver. She was not pulled from a shelter and allowed to breed while in rescue. That would be insane.

That is an excellent point and I will modify the rescue provision suggestions to include that rescue animals must be spayed/neutered within a certain time frame. Changes to Title 2 Ordinances of Tulsa Municipal Code: 10 months agoDoes anyone have issues with the 90 days? This has been in the ordinance for some time, but should it be looked at.
Also, I believe having 7 dogs in the city limits will be an issue. If we recommend rescuers having up to 7 with a limit of 5 dogs, this may be more acceptable.

That is a good thought. I figured we’d go for best case scenario and then compromise from there. After our conversation with him last Friday, it was supposed to be 6 or 7 and we got 5. Word on the street is he won’t budge off 5 anyway. Thanks for your input.

I thought it was kind of high for those that will foster for an organization, when they are paying for taking care of animals that aren’t technically theirs… just a thought…

Good point Lori – I am not sure that anyone had caught that previously. I will add that in. Also proves my point that they should address rescues in a separate section so things aren’t so messy.

I certainly caught it. Hobbyist was cheap enough at $25 although it was still annoying to have to pay to rescue. $100 is a smack in the face with a $50 smack every year after to be a good dog Samaritan. excerpt from my email to Councilor Christiansen:
